Remember that a premise is any piece of information given in support of the conclusion. A premise might be a fact, principle, statistic, evidence, etc. No matter how we describe it, if it is given in support of the conclusion, then it is a premise. To answer your question, facts and premises are very often the same thing.

Every argument you encounter is going to have premises and a conclusion.
