I picked D and it was wrong.

Hi could somebody please explain why my answer choice D is wrong? I don't want to overthink this question since it is supposed to be an easy question as it is question number 1. Thank you. I don't think that I am on the right track for this question.

Answer choice D is incorrect because it provides us a reversed condition.

The condition provided in the passage is along the lines of:

Judges not able to answer whether action is reasonable -> something wrong with system

Answer choice D says:

Something wrong with system -> Judges not able to answer whether action is reasonable

The main point of this argument is just what the judge said. That these questions are such that judges are well equipped to answer.
