First, we can take a look at lines 39-40, which tells us that Bearden’s colors served as symbols of the psychological effects of debilitating social processes—in other words, they conveyed at least social messages. Thus, we know that technical elements (including specifically colors) can be used to convey these types of messages, and so (B) is the correct answer.
(C) tells us that a painter’s use of technical innovations should be subservient to conveying social and political messages. In other words, conveying social and political messages should take precedence and dictate what technical innovations a painter uses. We are never told this in the passage, however. Bearden was interested in both the technical innovations and the conveying of social and political messages, but the passage never explicitly states that he prioritized conveying social and political messages over technical innovations. Thus, (C) is too strong an answer, and therefore wrong.
