I still don't get why D is not the answer.

I still don't get why D is not the answer. Also the previous post states that D actually weakens the conclusion. I still don't see how D weakens the conclusion. Thanks

What really happened was that the policies of the environmentalists were implemented, and the environment improved. The author takes this to mean that the those policies may have been too strict, and that the same effect could have been had without destroying wealth. D undermines this by showing that adopting less strict policies would not have led to the positive effects.
