question 11
I don't quite understand where in the passage the author ascribes to economists' view that "a community's moral judgment of certain corporate crimes is inappropriate in determining penalties for such crimes?" Thanks in advance.

If you take a look at P3: A true reckoning cost and benefit would have to take estimated detection ratio into account.
If “The profit resulting from a crime were $6m, the penalty would have to be at least $60m, not just $7m according to the economists’ definition “to be Just”
I think here when the author reiterates the economists' definition to be "just", the author ascribes the moral judgement is inappropriate of certain corporate crimes to the economists.
