Can someone breakdown why the answer is "B" over the other choices?

it seems that if the bus can travel the street, then parking is allowed on that same street as well?

This is a question that requires us to make deductions from a conditional chain.

The chain should read:

One way -> dedicated bike lane -> NO city bus and NO parking

City bus or Parking -> NO dedicated bike lane -> NO one way

Since we know that this bus is a city bus, we can use the second sufficient necessary chain to deduce that Bathelder Avenue does not have dedicated bike lanes and is not a one way street.
