I am wondering why (c) doesn't strengthen the argument just as well as (E) does. Thanks

The reason that answer choice C doesn't strengthen this argument is that by having this smaller proportion, this answer choice is giving an alternate reason for India's low incidence of Alzheimer's disease. This is the opposite of what we are trying to do which is bolster that it is turmeric to thank.
