Set Up
For the set up, I used 1/3/5 along the base. Got all of the answers correct though it likely took more time than the set up used by the video. Is there a rule or a clue that would have suggested that the employees on the base would be a better set-up structure?

No rule specifically, but I generally like to have the thing with the greatest freedom to move as a variable, and the thing with the least freedom as the base. Here, we know a lot more about the employees, they are assigned to departments and they have ratings, so they are more constrained than the bonus amounts.
