What is the maximum number of sessions attended by at least one Capital employee?

First question of Game 2

I got a little confused about what this question really means? If the question states maximum number of sessions attended by 'at least one employee' what does that really mean? I assumed it to mean what is the maximum number of sessions that can be attended by one of the capital employees, but that doesn't make any sense because the answer is already in the rules.

One way we could set this game up is:

This question is asking what is the maximum sessions attended by at least one employee. Because we have three employees and they are each used in the diagram exactly two times, we could fill 6 spaces. The other three spaces would be empty.
