I'm not a tutor but this is how I rationalized the answer:

Lines 20 - 27 indicate that Cognitive interviewing can be effective, but it also points to being complex and requires a lot of training.

Lines 55 through 60 indicate that instructed eye closure gives virtually the same benefits as both Cognitive Interviews and Hypnotic Interview, and then Line 60 - 63 indicate that instructed eye closure has an added benefit of being more simple.

Answer B is correct because it's basically saying the same thing:

Like Cognitive interviews, you can produce significant health benefits through reduced saturated fat and increased fiber.

Like Instructed eye closure, you can produce virtually the same benefits by just increasing fiber (reducing the need for eating saturated fat).

So you can produce at least the same benefit with doing less work, which is analogous to instructed eye closure compared to cognitive interview.
