Facts versus Premise & Conclusion

In the explanation, the instructor goes straight into identifying the passage as facts as opposed to differentiating a premise and conclusion. How does one know how to do this?

I have gotten this one wrong on the second go around. While I had gotten it down to "C" and "A" I chose "A". But something I realized when I selected "A" was I may have been misguided when the Q-Stem states "Innovation" and in the wrong answer choice "A" it states "Financial Support". In my head I linked the two together so I am going to assume that those two words can not go together?

While I think we cannot directly connect innovation to financial support, the bigger issue here is that if the academy had supported paining, then we would expect less innovation in paining since the passage tells us that the academy actually stifled innovation.
