Why is C wrong

Is C wrong because although the passage presents an argument against keeping it open, we don't know if those arguing against it didn't weigh that opinion?

Hello @avif,

I think that your assessment is correct. The argument doesn't really focus on the opponents of the bill. Try to keep your eye on the conclusion, which is this: The bill should be enacted.

While it may be true that the opponents of the ban have failed to weigh its consequences, it is the last two sentences that the author uses to support the conclusion.

Answer choice C leaves out toxins and public health entirely.
