Can someone please explain why answer choice D is incorrect? From what I understand of the stimulus "receive application by Oct 1" is a necessary condition, so even the application is received before/on Oct does not mean she will be considered?

You are totally right that even if the application is received on time, it doesn't guarantee that she will be considered. The point is that the argument is concluding that she will be considered ONLY IF. Meaning that in order to be considered, she must send it ten days in advance. However, we don't know that it will take 10 days to get her mail in within good time. This is the error.

Had the argument said that she would be considered if she sent the mail ten days in advance, then this would be an issue. Because it is falsely concluding that getting the mail in on time is enough for consideration.
