Answer choice (C) is incorrect because the author is not necessarily conceding a point to the continuity theorists. The author is not saying that this correlation might be incorrect because improvements in education were also significant. Rather, the author claims that this correlation might be incorrect because one could argue that changing attitudes sparked both aspects of said correlation (i.e. federal intervention and the acceleration of black economic progress).

Answer choice (A) is correct because the author anticipates the potential argument but then explains why they believe the correlation stands (lines 64 to 71).
