I was able to make a few deductions for the question, and here are my scenarios:
Placing V in 5 and G in 10 or you can place V in 10 and G in 5

5:VS__/G_
10:GS__/V_

If v is in 5 then G is out of 5, also v in 5 invokes role 2 S in both
If G is in 10 then V is out, meaning that G is one of the answers. answers C and D have G in it and H or L. placing both in the scenario you are able to get both C and D to not contradict any of the rules and you can not have 2 right answers so this scenario is incorrect. you will have to use the other scenario with V in 10 and G in 5

5:G___/V_
10:V___/G_

There are not many detections you can make from this

the answer is L and V only offer 10 yr bonds. Using this answer we get:

5:GRHS/VL
10:VLRS/GH
