When it comes to a game like this where you don't use all of the place set(1-7) what would be the best way to make scenarios so that you are representing the whole game?

In solving this game, I would draw out spots 1-7 like normal and put slashes in those months where no agent is present. For example, I would notate (A) as follows: Q T / S U / R 1 2 3 4 5 6 7
Notating these empty spots is critical in ensuring that the rules are being followed, especially with Rules #3 and #4 which may be tricky if you are only looking at months with agents. Also, I find that using a slash is better than an X, as an X may be mistaken as a variable.
