Thanks for the question! So this question is asking us for the primary aim in the passage. And the question is, does the passage judge at all? No, not really. And does it weigh the relative importance of theory versus experimentation in science? Is that the primary aim of the passage? Also no. For these reasons, (C) is out, since if it doesn’t even judge or focus on theory vs. experimentation, those can’t be the primary aim.
