Thanks for the question! So let’s take a look at the stimulus again. We’re told that the World Bank’s “Doing Business” report ranks countries in terms of ease of doing business, and takes into consideration how difficult it is to comply with regulations and pay taxes.

Now we’re asked for something that’ll help evaluate the finance minister’s argument that their country’s “Doing Business” ranking will probably improve. And (C) says the answer to the question “For small and midsized businesses in the finance minister’s country, is tax preparation and filing more difficult than complying with other regulations” will help. But notice that the report takes into considerations complying with regulations and paying taxes, it doesn’t rank them or measure them against each other in any way. And so knowing how difficult they are in relation to each other doesn’t help.
