Thanks for the question! So passage A is basically talking about why law enforcement agencies sometimes will decline to prosecute violators, as discussed in the first sentence. And this practice is basically called discretionary non enforcement.

So this question is asking us about what the author of passage A would say about the plan in passage B in lines 41-47. What is that plan? Well, that plan is the one that’s about cutting off water to certain groups of people to make examples of people who don’t pay their water bills. So what would the author of passage A think about this? Well, remember that the author of passage A tells us that the main advantage of discretionary enforcement is that it decreases the costs of over inclusion (see lines 24-25). And so we should expect author A to think the same thing about this water cutting plan. It reduces the costs of over inclusion, so it would have a lower social cost than turning off everyone’s water, since we’re only turning off some people’s water. And this is what (B) says, so (B) is the correct answer.
