Why is D wrong? I can understand why the right answer is what it is, but I can’t see why I should rule out D. Please help!

Thanks for the question! So we’re being asked here for the best example that illustrates the type of disaster response recommended by the experts mentioned in the third paragraph. So we should go to that paragraph and figure out what they’re saying. What do they suggest? Shifting the focus to the long term, having community members define the form and method of aid most appropriate to their needs, letting members of affected communities take the lead (lines 31-41).

Now let’s take a look at (D), which tells us about a private relief agency that delays providing assistance until after the agency conducts a thorough study of the types of aid most likely to help the affected community in the long run. Now, this seems promising at first since it takes the community’s needs into account. However, who is supposed to determine that need? Again, its community members who define the form and method of aid most appropriate to their needs (lines 34-36). And in (D), that’s not happening; it’s an outside organization (this private relief agency) conducting a study to figure out what’ll help that community. And since (D) leaves out the important part of letting community members decide things, it’s not the right answer.
