I am not an instructor here, but I believe the answer is to place them in the order that is most restrictive.

I would've likely taken a slightly different approach here, but I agree that it's about finding what is the most restrictive. Here, we know that we are looking at H, which is always second or third. I would then look to the rules and see what rule is easiest to break by putting something late in the order. Here,t hats the Quinn rule. We know that q must have two things after it, so, having q in either second or third automatically constrains the game a fair amount. I would then hunt for answers with q to test out if they are possible.
