Why is E correct an C is not?

I understand how E can be correct but I still don't see why C couldn't also be correct. Can O only be in spot 1 if R is also included? There isn't a rule that limits where O can be unless R is also included, so that's why I am still a bit confused. Can someone explain this please?

I could be wrong but I think Y must be first because if it isn't and O is first,then it leaves the possibility of OR being a chance and M being OUT altogether but if we put O fourth then R cannot be included and MUST be OUT
