How to determine what exactly they are asking for in a "complete and accurate" question?

When I answered this question I interpreted it as a question asking "what is every possible location F can be in", rather than "what is an acceptable combination of F's locations" leading me to select the wrong answer. Do you have any suggestions to help delineate between these question types, which often appear similarly worded yet pose very different implications?

If the question asks which of the following is a list, any one of which could be a position X appears in, that is asking us where X could go at any time. If the question only asks for a complete and accurate list of all the trucks X appears in, that is asking at the same time.
