I initially didn’t choose E because the reading said that the UDHR is of programmatic nature. I knew that the other answers were clearly wrong but can someone show me where it says that it does have practical consequences? Is it simply in the last paragraph that the document led to the creation of legally binding human rights conventions?

Thanks for the question! I think those lines you pointed out were pretty good for (D). Even though it took a while, creating legally binding human rights conventions and setting international standards are definitely practical consequences. And even if you don’t think they’re practical consequences, remember what kind of question this is. It’s asking you for what’s true according to the passage EXCEPT. So an answer choice that’s unsupported by the passage would also be a correct answer here. Is there support in the passage for the declaration having NO practical consequences at all? No, none of the wording there is that strong, and so even if you think (D) isn’t disproved by those lines, it’s definitely not supported by the passage in any way. That’s what makes it the correct answer. You should also be able to find support for all the other answer choices to eliminate them.
