C seems too strong

I didn't choose C because I felt the word "incorrect" was too strong here. I chose D because I felt it was the best next answer, but now that I read it back again, I realize that the strict constructionists are not a traditional theory, and that is likely why D is wrong. Is this the case? Thank you!
