Hi I am not an instructor but I understand why you are confused B is the correct answer. B is correct for the following reasons.This is a set of facts so we can break down into individual facts.
Fact 1: Everyone in Bilba is permitted to swim at some time when the pool is open
Fact 2: No children under the age of 6 are permitted to swim at Barton Pool between noon and 5 P.M.
Fact 3: From 5 P.M. until closing, Barton Pool is reserved for adults only.
So we can break apart the entire day into three components. Morning until noon. Noon until 5 pm. 5 pm until closing.
We know from fact 3 that during 5 pm until closing, the pool is only open to adults. We also know from fact 2 that no children under 6 can enter the pool between noon and 5 pm. Finally, we know from fact 1 that everyone must be permitted to enter the pool at some time when the pool is open.
Now let us take a look at B, which states
If Biba's next–door neighbor has a child under the age of 6, then Barton Pool is open before noon.
B is correct because fact 1 tells us everybody must be able to enter the pool at some point when the pool is open. If Bilba neighbor has a child under 6, then he cannot enter the pool between noon and 5 pm due to fact 2,which states clearly that no children under 6 is allowed in the pool between noon and 5 pm. Nor can that Bilbor neighbor child enter the pool after 5 pm until closing due to fact 3 which clearly states that pool is open only to adults from 5 pm until closing. Therefore, the only time Bilbor’s neighbor child can enter the pool is in the morning which is outside of the hours specified by fact 2 and fact 3. That leads to the conclusion that if Bilbo neighbor has a child under 6, the pool must be open in the morning. If the pool does not open in the morning, then Bilbor’s neighbor child who is under 6 cannot enter the pool at any hour, which clearly violates fact 1.
