I believe there is a typo

This seems like it should be a "can be true except" question rather than a "must be true except" question due to there being one answer that must be false, and two answers that can be false.

This is indeed a must be true except. The question setup forces us into a scenario where we have

This only allows one of the answer choices to be possible
