Why not B?
I understand why it's A, but could you explain why B is incorrect?
B says, "claiming that a particular plan should not be adopted because, while effective, it would have at least one undesirable consequence."
If they adopted the first speaker's plan, wouldn't at least getting rid of any objects that weren't authentic be effective? I understand the undesirable consequence would be rising prices.

Inez: hiring appraisers would increase SALES (because customers will know they are buying something authentic). HA > IS
Anika: hiring appraisers would increase PRICES (and our customers already know they are buying something authentic). HA > IP
If we assume Anika's full statement is correct, then hiring appraisers would increase costs yet provide nothing of value to the customers, as they already know what is and isn't authentic, so really it would not be effective. Appraisers would not increase sales. So, Anika's response works like a counterexample to Inez's premise, and it would be diagrammed like so: HA > ~IS
Looking at the answer choices, A essentially says this very thing:
A) indicating that a particular plan (hiring appraisers) would have an effect contrary to the anticipated effect (not increase sales). HA > ~IS
To your specific question about answer choice B, remember that the question stem says, "Anika's response proceeds by..." This is basically asking, "how does Anika respond to Inez?" Answer choice B implies that Anika is responding by agreeing that hiring appraisers would be effective for increasing sales (when in fact she really doesn't) and simply has other qualms (which in fact are non-existent per her position) that are preventing her from adopting the plan.
