The argument proceeds by saying that despite a decline in total consumption of beef, the flourishing of steakhouses shows that many people are ignoring the recommendation to eat less cholesterol. This is flawed because we simply don't know the magnitudes of each. If the amount of beef sold halved from 1 million tones to 500k tonnes, and the amount of steak sold increased from 10 tonnes to 20, then this would clearly not indicate that people are not following the guidelines. Rather it would show that people are eating way less beef, but slightly nicer beef.
