Thanks for the question! This question is asking us for a program that can’t be ranked third. Can V go third? Well, who goes in front of V? L goes in front of V. Does anyone go in front of L? Yes, H does. Anything else? No. So a perfectly plausible first three are H, L, and V, in that order. And so V can go third.

I’m not sure what you mean by P/V being on the “same level,” but to show you why it can’t be P: P is less popular than Q, which is less popular than J, which is less popular than H. So P can be at earliest fourth.
