Why can't the third site be visited by F?

Couldn't the order be O, F, F, F, G (w/ the centuries being 8, 9, 9, 9, 10 respectively)? the second is still 9th century; 8th century is O; the third visit is still more recent than 1st; 10 century only shows up once and it's G....why does this not work?

This violates the final rule, the third and fourth sites cannot be from the same century.
