Why is answer choice E incorrect?

Is it incorrect because even if they proved E to be correct, there is still a possibility that the other areas don't need more money? Thus, this isn't a flaw because proving E wouldn't necessarily support the conclusion that money should be spent on things other than counselling programs. Thanks for your help!

@cadencemarley, (E) is incorrect because it's not describing a flaw in the stimulus. If the school received a significant increase in its budget (as is stated in the stimulus), then it's totally possible that it spent more money on one program in addition to allocating more money for other purposes. Thus, we can get rid of (E).
