The argument assumes that people being able to say unfriendly things about public figures is essential to having a good reputation. Otherwise, who would having a good reputation be impossible if libel laws are too strong?

This is what e gets at. If e is true the argument makes sense. Otherwise there is a glaring gap between nobody saying bad things and nobody having a good reputation.
