Why not D?

I understand why B but I don’t quite understand why not C....Is it just because it says ‘never’ and that is too strong to infer?

Hi, I do not think we know that the author thinks that each part, in every case must contribute to the whole. I agree the issue is the "never" as maybe one could organize an exhibit around principle of chaos or randomness. We simply have no idea that the author would disagree with that.
