For max/min questions I would start with the highest number and work down from there. However, since the fact that P can't go second is something that's a tad harder to see here, this is the Ryle of question I would actually like to save for last, when you have a number of other scenarios made up. This way you can quickly identify which ones can and can't go second, and only have to test out the remaining ones.
