I understand why B is the correct answer but why would D not be correct

In the Stimulus it had stated "our economy and others", the others is what made D tempting. Please explain, since the response to the wrong answer said the stimulus did not include other countries.

When we are asked to justify a conclusion, we want to pick the strongest possible option. We want to guarantee the conclusion that "our country should not sign the agreement." It seems that you understand why answer choice B does so.

The problem with answer choice D is that it does not lead us to the conclusion. It says that we should "consider the agreement's effects on other countries' economies." That isn't strong enough. Considering these other countries does not necessarily mean that we should reject the agreement, which is our goal in this question. Based on the stimulus, it sounds like the environment minister already has considered these other countries. Answer choice D doesn't add anything new.
