The passage tells us that we should not believe something on the basis of one unlikely event happening that seems to support that thing. D is at a high level doing the same thing, it takes the fact that something has a low likelihood to argue against the idea that it has any real predictive or causal power.

E is actually doing the opposite, it is conclusion from sparse evidence that something is true, not that we cannot conclude it.
