Why not E?

I'm still not understanding why E is not the correct answer due to the fact that we're supposed to be addressing the environmental degradation caused by the charge of electricity from these electric cars. Wouldn't A be to harsh of an answer since it says that the results would be worse instead of just not producing a reduction as the original argument discussed?

Hi, we actually don't know if EVs will or will not be a net decrease. We know they will decrease auto emissions, but how much will that be offset by the increase in electricity generation? I have no clue. If the increase in electricity emissions is greater than the abatement from EVs then E would be true, it we have no clue as to the size of those things. However, we do know that the decrease in emissions will be less than what those fans of EVs who ignore increases due to electricity generation think it will be.
