Error in Answer B?

Is answer choice (b) wrong because it states "provincial courts are not authorized to rule on the definition of property rights."...and the passage never says if they are authorized or not? Just want to make sure I understand why this was eliminated.

Thanks for the question! Yes, that’s correct! There’s no evidence in the passage to suggest that the provincial courts are not authorized to rule in these cases. Indeed, it seems more likely than not that they are authorized to rule on these cases.
