The passage states which one of the following?

I diagrammed this entire question like a quantifier because the passage has a quantifier... but it was not mapped this way! Then the answer choices are all loaded with quantifiers and it was very confusing and not really taught at all! When I come across a question like this on the LSATs in LR, how the heck am I supposed to now identify if I diagram like a quantifier question or whatever the heck this question just was??
