Thanks for the question! So the main way I would organize this one is votes for and votes against, a column for each. So you have two columns. And then you know, for example, that at least two voted for and two voted against. So you have at least two slots in each one, and there are 7 slots total, so you need to assign three more slots. Then you can fill in the diagram/draw some conditional diagramming (I would probably use subscripts here, with a C subscript for conservatives and an L subscript for llberals).
