For must be false questions, I always try to start with the answer choice that is the most restrictive. Since were talking about the outs here, I would start by asking which things tells us about the game if they are out. That would be the initial necessary conditions of the first two rules, since each of them tell us that their sufficient is also out if they are out. Luckily we have an answer choice that includes both of the necessary conditions so I would test that first, and it would indeed be correct.
