If Ivins is the chairperson in the first year, which one of the following could be the chairperson in the second year?

Please explain why Y is not correct and why F is correct.

I -> Not V -> Y and Z. Y is absolutely eligible to become chair, no?

Y isn't eligible, I got this wrong initially too.
(~ means not)

Year 1: I -> ~V -> Y and Z -> ~H -> remaining spot is F or G
Year 2: V is necessary -> ~I & ~G -> 2 Lawmakers necessary so F & H -> ~Y

So Y is out, and Z isn't a choice, so answer is F!
