The order of the reports is fully determined if which one of the following is true?

How can we determine the relationship between segment one and two? If I is the last in 1st segment and W is the first in the 2nd segment, how do we know for sure that I is longer than W? Also how do we know S is the shortest of the five if we don't the relationship between the segments? Hope this makes sense. Thanks in advance.

Effectively, we can't and don't need to. Each segment is its own self contained bubble, if n is the first in a segment it must be the longest. We don't need to worry about relative length between the segments because that isn't possible or necessary to determine.
