Thanks for the question! The last sentence is a premise. Remember, the conclusion here is going to be the second sentence about improving industrial productivity as a result of losing less energy in transit, or in other words, efficiency gains. The last sentence explains why the similar improvement resulted (see sentence 2). It’s because shipping costs decreased, which also would increase efficiency. So it’s part of the evidence that supports the conclusion, which makes it a premise.
