Wouldn't semantics have to be locked in on the first shelf?

There's actually a scenario in which v is on the first shelf, in addition to the scenario I think you're looking at where S is first and PH are on the third.

We could have
1: Vn
2: Hg, Pm
3: Sm, Wn, Fg
