Seems like the author is perplexed by how the division came about. The selected answer feels arbitrary.

Hi, I think there are two issues with A. The first is that the author clearly disapproves of this distinction. The main point of the passage is that the author think's this distinction is bad, so we would expect her attitude towards it to reflect that opinion. Moreover, there is no support for the idea she is perplexed as to its origin. In fact, there is direct evidence she may know where it comes from. In the second paragraph, the author suggests that the division is a result of skepticism towards generalists.
