I'm not entirely sure about the reasoning, but I believe C is incorrect because the question is asking about what the COMMENTATORS believe about the counterintuitive implications, not what the AUTHOR believes about the implications. Answer C is more in line with the author's viewpoint because the author goes on to explain how the implications are not actually counterintuitive. The correct answer would have to be something that the commentators would believe to be true about the implications, and the commentators do not believe that common sense indicates that philosophical anarchism does not have counterintuitive implications.
