Why is the answer A and not E?

Why is the answer A and not E? I don't understand how you can eliminate E.

The author simply doesn't have to believe that new technological principles will be used to improve energy efficiency. There is no reason we could improve it using our existing principles, but better. A is correct because the author must believe that the cost of the energy saving tech will not be too high. If it is too high, people will not use it and we will not realize those savings.
