Generally, it doesn't matter. You can be successful reading the question first, or the argument first. I think generally it might be a little better to read the passage first, but I think there absolutely is merit to reading the question first. That is, if you know you only need to find the main point, you won't need to spend any effort attacking the argument. I personally do question first, but that's mostly just force of habit. This is mostly a matter of personal preference.
